Let me explain from objective level in one sentence for each dimension those are very basic to measure a state or society's fundamental development.
1. Because of greedy business men not patriot business men.
2. Any Govt comes they try to cozy with the head for personal advantages and diverting people from core issue.
3. The opposition always chooses to compromise with Govt even going against basic principles.
4. Any Govt comes it stays for decades minimum and people have no interest for change in Govt because of their high tolerance power to all wrongdoings.
5. No major protest by opposition that can truely make people concious about their problems need fixed solution in fixed time and better lives.
6. Bureaucrats are more powerful than politicians as politicians have a fear of mere ticket to contest.
7. Politicians continue to be happy with Medieval mindset.
8. People migrate in large numbers for basic livelihood to other states.
9. The rest intellectual masses who stays here remains silent over all the issues even that affects to them as they never questions.
10. Maximum Media groups owned by same greedy business men are manipulative.
11. Inspite of huge mineral resources and talented human resources the leadership has never thought out of box for larger industrialization.
12. Schools have high shortage of teachers, poor ratio of teacher and student. The teachers aren't not even paid standard salary where maximum number of teachers are contractual.
13. Lack of mega water reservoirs and very less amount of farmer's fields not even 30% are irrigated. No proper MSP for agricultural products. Basically those more than 70% people are exploited.
14. Half of the region is surrounded with maoists activities. Extortion, hooliganism, rape etc. has led to record breaking high rates compare to national level. Police works upon order by political bosses.
15. Nobody gives a damn thought to massive corruption that affects to them or even they are looted or their beliefs are distorted.
So these important 15 points directly affect to education, health, security, industry and agriculture that basic necessities aren't fully taken care till today and led to a poor society engulfing miserable lives.
